From the Governor’s press release announcing Christopher Cerf’s nomination as NJ Commissioner of Education:

Funny the Governor should mention “zip code” as a code for poor urban and rural areas mostly minorities and mostly racially segregated in ghettos by design. The other “zip codes” of the rich and educated do in fact predetermine the potential for success. SES is a powerful determinant of student progress. How does the Guv hope to improve the economic condition of these very poor “zip codes?”
