Gov. Christie’s proposed cuts in school aid hit poor urban districts the hardest: “About $126 million, or 25 percent of the total cuts, come from the state’s poorest.” The Press story, based on an Associated Press analysis (did they use our spreadsheet?) fails to note that, while most of the seized surplus does come from Abbott districts, questions remain about why these districts were able to accumulate millions of unused state aid in the first place.
